Changing the World with Open Government

Making All Voices Count is a global program that ran the 2013 Global Innovation Competition to surface ideas that improve government responsiveness and accountability. Open to anyone worldwide with a £65,000 grand prize and a requirement to implement in a partner country, the challenge drew 196 proposals and a month‑and‑a‑half public voting period to identify top entries.

Using the IdeaScale platform to run submissions, voting and peer review, the competition collected over 60,000 votes, produced 30 crowd‑selected semi‑finalists and 10 finalists, and crowned a winner at Global Innovation Week in Kenya. The grand‑prize project used mobile reporting to improve service delivery and raised student attendance from 78% to 92%; other winners targeted civic engagement and maternal health, demonstrating rapid setup, broad participation and tangible impact.
