Using Covalent to manage performance across multiple City departments

The City of Orlando, a municipal government serving about 235,800 residents with 3,172 staff, adopted Covalent in 2008 to tackle a new and complex challenge: tracking implementation of its Strategic Plan and managing performance consistently across multiple departments. The city needed a way to build employee trust, align thousands of performance indicators to city- and department-level goals, and integrate operational reporting into a single performance management system.

Covalent was deployed using a three-level hierarchy (Strategic Focus Areas, Initiatives, Goals), department scorecards with a Balanced Scorecard view, Action Central for task tracking, and Snapshots and Reports Central for real-time, personalized dashboards. The result: over 1,150 performance measures managed across departments (including nearly 450 for Fire Rescue), active use by 120 licensed users with more than half logging in monthly, traffic-light status visibility, one-click drill-downs, and streamlined reporting for operations and budgeting — improving oversight and driving more consistent performance management.
