A HCL Case Study
VicRoads, the State of Victoria’s road authority, faced rising public and political pressure to manage congestion and improve road safety while relying increasingly on data to justify and evaluate major investments. Their legacy systems lacked sufficient data, capacity and self-serve access, so HCL was engaged to deliver a Traffic Information System (TIS) — an end-to-end Enterprise Traffic Information Data Warehouse (built on an IBM suite and MPP architecture) to provide validated, location‑referenced traffic analytics.
HCL implemented a unified, spatially integrated data platform with complex ETL across 33 data sources and ~57 interface files, migrating 25 years of historical TIS data and delivering 37 map‑based functional reports plus 15 operational reports; the system went live on 1 September 2014. The HCL solution enabled self‑serve reporting, improved operational efficiency (system assessments auto-handling ~80% of source data with a UI for the remaining 20%), and established the foundation for an enterprise Transport Analytics Platform that delivers timely, granular traffic metrics for better decision‑making.
