A Granicus Case Study
The North Pacific Fishery Management Council (NPFMC), the largest of the eight U.S. regional fisheries councils, was overwhelmed by massive 750‑page meeting packets sent to about 80 members. Preparing and printing those agendas required staff time, enormous quantities of paper (tens of thousands of sheets per meeting), costly copier and toner usage, and annual shipping expenses—forcing members to check extra bags and the Council to pay roughly $11,300 a year to ship packets.
NPFMC moved to digital agenda management using Legistar to compile materials and iLegislate to distribute them to members’ tablets, enabling paperless meetings. The change saved about $30,000 annually in printing and machine costs, avoided roughly 50,000 sheets of paper each year, recouped significant shipping costs, allowed up to 200 attendees to get packets electronically, and freed staff to focus on website improvements and other projects.
