Moreton Bay Regional Council launched a $15 million stimulus to support residents facing COVID-19 hardship and needed an intuitive, scalable digital application that could serve a community of 460,000. The ICT team was tasked with rapidly creating a solution to let residents check eligibility and apply while handling high demand and minimizing staff strain.
Using OpenForms (now by Granicus), the team configured an integrated, no‑code application flow linking council financial systems with Australia’s Centrelink for verification, and built, tested, and launched the system in under a week. The fully automated process relieved customer service and rates staff, enabled verification and rebate application in less than two days, and provided efficient access for the region’s residents.
