How the DMAS Increased Enrollment in Medicaid With Help From Granicus Digital Experts

Virginia’s Department of Medical Assistance Services (DMAS) led the state effort to implement Medicaid expansion in May 2018, which made roughly 400,000 adults newly eligible for low- or no-cost health coverage. Their primary challenge was quickly informing and enrolling as many of those newly eligible residents as possible so they could obtain coverage.

DMAS partnered with the Granicus Experience Group and used the govDelivery platform to build a targeted outreach campaign—primarily email supported by text and social—to reach key personas. The effort enrolled more than 250,000 new Medicaid members, reached about 50,000 additional people, grew the audience by 75%, and is projected to generate $355 million in net savings for Virginia’s two-year budget.
