How the Bureau of Health Workforce used an Internal Newsletter to Unite their Agency and Consolidate Communications

The Bureau of Health Workforce (BHW), an office within the U.S. Department of Health and Human Services, needed a better way to unify its 450+ employees and reduce a flood of scattered internal emails. Working with Granicus, BHW used the govDelivery digital marketing platform to create an internal newsletter, BHW Vitals, to deliver timely, consistent communications.

Granicus helped BHW consolidate messages into a weekly, scannable newsletter that was shaped by analytics, testing, and audience feedback. The result was fewer emails, stronger employee engagement, and a more connected workplace culture, with the newsletter becoming especially valuable for remote staff and new hires; BHW also used govDelivery for external outreach, supporting application launches to as many as 300,000 recipients with typical open rates around 25% and targeted messages reaching 60–75%.
