How Orange County Sanitation District embraced technology to modernize processes and save staff time

Orange County Sanitation District (OC San) provides wastewater services to roughly 2.6 million Orange County residents and is governed by a 50-member board drawn from many local agencies. Preparing 45–50 agenda packets a year and fulfilling public records requests had become a time-consuming burden under outdated, manual processes—agenda packet creation could take up to 12 hours and records requests around 2 hours.

OC San implemented the Granicus Government Experience Cloud (govMeetings, GovQA, govRecords, govDelivery, and govAccess), cutting agenda preparation to about 90 minutes and reducing records request processing to roughly 10 minutes. The digital tools also enabled livestreaming and eComment, boosting public feedback and attendance while freeing staff time and improving community access.
