The City of North Richland Hills, Texas, wanted to put citizens first but was hampered by manual agenda assembly and outdated legislative software that ate up staff time and slowed responsiveness. City leaders prioritized technology to improve transparency and free staff to focus on community engagement.

In 2015–16 the City upgraded chamber hardware and implemented Granicus’ Meeting & Agenda Suite (Legistar, iLegislate, Votecast, Webcasting), moving agendas to iPads and adding streaming and in‑chamber displays. The change saved about 12,000 sheets of paper per month (roughly 18 trees a year), reclaimed a full day of preparation per meeting, increased transparency of votes, sped staff response times and boosted citizen participation.
