The Municipal Court of Kansas City, Kansas (KCK) faced the challenge of moving traditionally live, in-person court processes online—an urgent need amplified by COVID-19 restrictions that threatened to leave hundreds without a way to resolve court business. The court sought a fast, secure way to modernize communications and transactions while maintaining judicial oversight and public access.
KCK implemented OpenForms by Granicus to launch an Online Traffic Diversion Form and an Information Submission to the Courts, using workflow routing so prosecutors can approve or decline pleas before clerks and defendants are notified. The change cut processing time dramatically (from weeks to about 4 hours), produced 48 online submissions in the first month, saved two full public hearing sessions that month, and reduced the need for defendants to appear in person—delivering faster service and long‑term court time savings.
