How Colorado Is Building Credibility and Engaging Diverse Stakeholders

The Colorado Department of Local Affairs (DOLA) faced the challenge of engaging a geographically and culturally diverse population to gather trustworthy public feedback on initiatives like Proposition 123, which funds affordable housing solutions. Reaching every stakeholder was difficult, and building credibility and consistent messaging was essential to overcome skepticism and surface meaningful input.

Working with Granicus, DOLA launched EngageDOLA.org on the EngagementHQ platform to centralize outreach, brand its message consistently, and scale engagement. The effort drove more than 16,000 views to the Proposition 123 page, 1,500 sign-ups, 98 highly engaged community members and 81 questions submitted, while giving the team deeper insight into who was truly engaging — and plans to expand to as many as 10 projects by early 2024.
