The City of Hood River faced growing short-term rental (STR) pressure as tourism boosted demand and worsened housing affordability for long-term residents. Manual enforcement was limited and inconsistent, and the city needed a way to identify noncompliant STRs, reduce neighborhood conflict, and support enforceable rules. Hood River turned to Granicus’s Host Compliance service to help address these challenges.

Granicus implemented Host Compliance to automate STR monitoring and address identification, allowing the city to find listings objectively without relying on neighbor complaints. The result was less tension in the community, faster compliance, and stronger enforcement; Hood River reported that resident complaints seemed to disappear after warning letters were sent, and more operators began paying the taxes required for STR licensing.
