How a County Empowers Staff to Boost Website Performance With govAccess

County of Hawai‘i partnered with Granicus to redesign its citizen-facing website after resident surveys showed users struggled to find top services and information. The County needed a more user-centered site that could support 20+ departments across seven subsites and enable reliable communications during emergencies like the Kīlauea eruption, Hurricane Lane, and COVID‑19.

Using Granicus’ data-driven design and the govAccess CMS, the County empowered departments to manage their own content and build online forms. The new site delivered strong results — traffic reached about 2.5 million page views and, in some measures, increased up to fivefold; in the first nine months the govAccess site nearly matched the prior year’s page views while improving access, transparency, and service delivery.
