The Borough of Emmaus, Pennsylvania (pop. 11,296) faced a costly, labor-intensive process for bi-weekly council meetings: staff printed and assembled multiple heavy binders, shuffled and reprinted pages as items changed, and spent hours delivering packets across town. With budgets tightening, borough leadership needed a clear return on investment and a more efficient way to create, approve and distribute agendas.

Emmaus implemented Granicus’ Peak Agenda Management and the iLegislate tablet app — a cloud-based system with configurable workflows, drag-and-drop editing and real-time agenda compilation. The change eliminated hundreds of printed pages and manual deliveries, streamlined agenda creation, was adopted immediately by the Council, and is projected to save about $30,000 annually in paper and staff time.
