Clayton County boosts public records handling with Granicus and 17,000 requests in a year

Clayton County, Georgia faced challenges in managing public records requests under the Georgia Open Records Act, including inconsistent processes across departments, frequent staff turnover, and a lack of standardized workflows. This led to misrouted, delayed, or incorrectly handled requests. The vendor Granicus provided its Records Request Management solution (GovQA) to address these compliance and operational inefficiencies.

Granicus implemented a single platform for all public records requests, creating a standardized system for tracking and fulfilling them. This was paired with mandatory staff training and a cultural shift led by county attorney India Mitchell. The results included over 160 active users handling more than 17,000 requests in one year, improved response timelines, and a countywide culture that frames transparency as a public service. The program earned Clayton County recognition in the Granicus Digital Government Awards.
