A Granicus Case Study
The City of Columbus, Ohio — one of the nation’s largest cities — struggled with a time-consuming, paper-heavy process for preparing frequent City Council agendas. Before 2003, drafting, routing for signatures, assembling and filing legislation was largely manual, consuming significant staff time (effectively a full-time job) and printing resources.
To address this, Columbus implemented Granicus’ Legistar in 2003 and added iLegislate in 2012 to deliver agenda packets electronically. The result: a fully paperless workflow used by ~400 daily users, the ability to assemble 70–80 legislative items weekly, elimination of a paid third‑party printer, near‑instant publishing of agendas and minutes, freed staff time for other duties, and improved public transparency by posting agendas online.
