The Council of State and Territorial Epidemiologists (CSTE) is a national membership organization representing state and territorial public health epidemiologists. During the COVID-19 surge, CSTE and its member health departments needed fast, reliable ways to track infections, support contact tracing, and provide hyper‑local surveillance for decision-making, but efforts were hampered by incomplete or stale demographic and contact data, mass relocations, transient populations, and privacy concerns that delayed data use.
CSTE partnered with Experian Health to deploy the Universal Identity Manager (Experian Single Best Record) to fill missing addresses, phone numbers and demographic fields, with privacy controls such as time‑limited usage rights. The tool improved Massachusetts’ local dashboards and triage to 351 boards of health, supported roughly 150 demographic lookups per day for Tennessee to reach hard‑to‑contact residents, and helped Washington close gaps in previously unmatchable contact records more than 50% of the time, enabling faster, more accurate outreach and localized public‑health actions.
