The Ministry of Education's National Agency for Quality and Supervision (STUK) sought to identify the characteristics of high- and low-performing primary schools to better support education reforms. To achieve this, the agency partnered with Epinion, which employed its advanced analytics services to conduct a comprehensive statistical analysis of extensive survey data.

Epinion performed a multi-faceted analysis, utilizing machine learning to pinpoint key variables and conducting cluster analysis to identify school performance groups. The results provided an evidence-based foundation for the Ministry’s dialogue tool used with schools and enabled Epinion to recommend a new, improved set of performance indicators. This allows the Ministry to more easily identify school characteristics critical to student well-being, academic progression, and the successful implementation of reforms.
