How to elevate more unskilled workers to become skilled workers

The Danish Agency for Labour Market and Recruitment (STAR) faced a challenge with its vocational improvement program, as far fewer unemployed people than anticipated were enrolling. To understand the barriers, they partnered with the vendor Epinion, who conducted a large-scale study surveying benefit recipients' motivations.

Epinion identified specific barriers to enrollment, and their findings were applied in 'Projekt Uddannelsesambassadører'. The vendor supported the process, which involved dedicated education ambassadors at job centers. This solution led to a dramatic 241% increase in initiated vocational programs within the project municipalities, vastly outperforming the rest of the country. Due to this success, the project was expanded to more municipalities.
