Wellington Shire Council partnered with ELMO Software to modernise its talent management processes. The council had been relying on paper-based, manual workflows for induction, performance appraisals, and learning and development, which made onboarding slow, reduced engagement, and limited reporting visibility. ELMO’s Performance and Learning Management modules, including Course Builder, were used to support the shift to a more flexible digital approach.

With ELMO Software, Wellington Shire Council implemented self-service learning and performance tools that improved the timing and transparency of key HR processes. The council reported that inductions were delivered much more promptly, with new starters receiving key information across weeks 1–12 instead of waiting for face-to-face sessions, and online performance appraisals saw higher completion rates thanks to ELMO’s reporting functionality.
