Powering Queensland Government’s transition to outcome-based social services commissioning to better serve 5M+ Queenslanders

The Queensland Government’s Department of Children, Youth Justice and Multicultural Affairs needed to modernize how it commissions social services across the state—managing more than AU$1 billion in annual spend, 600+ non‑government partners and 2,200 active contracts that serve 5M+ Queenslanders. Inconsistent processes, fragmented legacy systems, poor visibility into investment performance, frequent manual payment errors, and low provider productivity threatened the move from output-based grants to outcomes‑based commissioning. To address this, the Department partnered with EdgeVerve and implemented the Procure to Invest (P2i) platform powered by TradeEdge Social Services Procurement and JAGGAER One.

EdgeVerve configured and deployed the P2i SaaS solution to deliver an integrated procure‑to‑invest platform covering sourcing, contract lifecycle, performance management and payments. The implementation standardized processes across departments and service types, provided consistent reporting to measure aggregated social outcomes, strengthened controls to substantially reduce incorrect or fraudulent payments, and simplified supplier-facing workflows so providers can focus on service delivery. By consolidating visibility and controls for 600+ providers and 2,200 contracts, EdgeVerve’s solution helped the Queensland Government better direct its AU$1Bn social services investment toward improved outcomes for citizens.
