A DocuWare Case Study
Douglas County, Oregon (pop. ~100,000) faced mounting records-management problems: decades of paper and microfilm in the Sheriff’s office, medical records scattered across remote clinics risking missed appointments and HIPAA concerns, and the Assessor’s office handling huge annual form volumes with retrieval times up to 20 minutes. The County needed a scalable, multi-site solution with automated indexing and strong search capabilities.
The County implemented DocuWare (Recognition, Autoindex, Internet Server, LINK) with scanners, barcodes and OCR to create a central, web-accessible repository used by roughly 150 employees across Sheriff, Health, Assessors and Juvenile Justice. Results included dramatic time savings (Assessors retrieval dropped from 20 minutes to 15 seconds), centralized HIPAA-compliant medical access for remote clinics, improved cross-department research for crime trends and early intervention, public self-service terminals, and the ability to process more records without adding staff.
