Mobil Oil Health Insurance Fund faced explosive growth after a 1999 law change, expanding from about 3,000 members to over 500,000 and adding roughly 30,000 new members per month. That growth produced a daily paper inflow of 15,000–18,000 sheets, overloaded manual filing systems, slowed member service and created the need to meet German insurance authority rules for secure, digitally signed records.

The fund implemented DocuWare with a PowerMask intake, barcode-based scanning, an SQL interface to its ISKV member system and Telesec digital signatures, automating filing and enabling online member access. The solution delivered immediate document access, eliminated large paper archives (about 600 m of filing space freed), saved roughly 4,000–4,400 filing hours and €95,000 annually, sped up processing of 30,000 monthly applications and significantly improved customer service.
