The City of Helsinki faced the challenge of refining its management and coordination structure for health and welfare promotion (HYTE). Following a 2018 city council decision, a wide-reaching network was established, but managing its multidisciplinary nature and expanding responsibilities presented significant hurdles. The city engaged Digitalist Group to utilize service design methods and developmental evaluation to renew the framework by clarifying roles and improving coordination.

Digitalist Group implemented a three-phase solution, beginning with a comprehensive evaluation of the existing HYTE framework. This was followed by collaborative co-creation workshops with stakeholders across city sectors, which fostered the sharing of diverse insights. The final phase transformed this feedback into a strategic proposal for a renewed management model. The result was a more efficient, inclusive, and coordinated approach with clearer role definitions and improved decision-making processes, enhancing Helsinki's strategic ability to promote resident health and welfare.
