Case Study: the Finnish Population Register Centre (VRK) creates Finnish service templates with Digital Workforce Services

Using semantic-based AI to reduce the editorial board’s workload at The Finnish Population Register Centre (VRK)

The Finnish Population Register Centre (VRK) faced the challenge of maintaining and ensuring the quality of over 25,000 service descriptions on its Suomi.fi website, which were created by a decentralized network of over 500 organizations. The manual creation of uniform templates for these services, particularly for mandatory municipal offerings, was too time-consuming for the editorial board. To solve this, VRK partnered with vendor Digital Workforce Services to implement a semantic-based AI solution.

Digital Workforce Services developed a solution that used AI and Natural Language Processing to automatically identify contextually similar service descriptions and generate a single, refined summary document to be used as a template. By October 2019, the successfully tested solution had been used to create templates for two service types. This reduced the editorial workload, improved content quality and uniformity, and built internal AI knowledge at VRK to identify future automation opportunities.
