Case Study: Town of Wiesbaden achieves paperless e-filing and faster citizen services with Dell EMC

A Dell EMC Case Study

Preview of the Wiesbaden Case Study

The town of Wiesbaden switches to electronic filing

Wiesbaden, the municipal administration for about 275,400 residents with roughly 3,000 onsite employees, faced a drive to modernize services by replacing paper-based transactions and files with digital formats, reduce time spent on research, improve processing quality, and enable process-oriented, auditable workflows. To meet these goals the town selected a solution built on Dell EMC technology—FAVORIT, the web-based e-file system based on EMC Documentum—integrated with Microsoft BizTalk.

Using FAVORIT on the Dell EMC Documentum platform (implemented by integration partner T‑Systems), Wiesbaden scanned incoming mail into an electronic e-file, standardized workflows, and enabled secure cross-department and cross-authority document exchange. The rollout delivered measurable benefits: 125 employees are already using the system in production (with plans to expand to 600), faster information flow and processing, sharply reduced research time, cost savings from less paper and archiving space, audit-proof archiving, and improved citizen services.
