How the Cayman Islands Government is Building a World-Class Civil Service

The Cayman Islands Government faced a fragmented, time‑consuming training system that forced employees to travel between islands for mandatory in‑person sessions that were often untimely and not relevant. As part of a five‑year strategic plan to strengthen leadership, talent development, customer service, communications and governance, the Cayman Islands Government partnered with Degreed to modernize its learning approach.

Degreed implemented its learning platform — including Pathways and Skill Ratings — to give civil servants a single place to discover resources, satisfy training requirements, and pursue professional development. The rollout has activated thousands of users, produced dozens of new Pathways across 47 government agencies, driven numerous completed items and Skill Ratings, and unified departments from the fire service to the Ministry of Finance on one platform.
