National Highways, the government-owned company responsible for operating and improving England’s motorways and major A roads, faced decentralised spreadsheets, inconsistent data, weak schedule and cost control, and a lack of project-level accountability while pursuing higher P3M3 maturity. To replace disparate processes and achieve a single source of truth, National Highways selected Contruent—deploying Contruent Cost Management and Contruent Integrator in a hosted environment—to standardise cost management across dozens of major projects.

Contruent implemented a centralised, integrated cost-management platform linked to Oracle Fusion, CEMAR, Xactium, Primavera P6 and Power BI, supported by role-based training and a phased rollout. As a result, Contruent delivered consistent project-level costs, improved reporting and earned-value analysis rolled up to programme and portfolio levels, reduced manual effort (notably hours charged to commercial managers), increased the share of reports with full financial audit trails, and advanced National Highways’ visibility, control and efficiency toward P3M3 maturity goals.
