Vermont Department of Health goes live with eWIC in 9 months with Conduent

The Vermont Department of Health's WIC program faced a significant challenge when its original vendor pulled out, jeopardizing its mandated timeline to implement Electronic Benefits Transfer (EBT) for its 14,000 monthly participants. The state needed a new partner with proven WIC EBT expertise to quickly complete the development and integration of an online system to replace its home delivery model. Conduent was selected to meet these development, design, and implementation goals.

Conduent implemented its core EBT solution, working on an accelerated timeline to simultaneously roll out a new management information system and the eWIC program. This required extensive coordination with the state and retailers, including creating a test environment and providing training. As a result, Conduent helped Vermont WIC go live on schedule within nine months. The new online system now seamlessly processes over 9 million food redemptions annually, providing participants with greater flexibility and choice while offering the state a cost-effective process with improved reporting.
