The public transport operator Rigas Satiksme in Riga, Latvia, faced the challenge of financing and implementing a modern, contactless intermodal ticketing system for its extensive network. They needed this upgrade to improve passenger convenience and traffic flow but lacked the immediate funds for the project.

Conduent provided a novel solution through a Build, Operate, Transfer (BOT) scheme, forming a joint venture named Rigas Karte. Conduent financed, deployed, and operated the state-of-the-art system, which included validators, vending machines, and the Atlas® control system. The result was a fully contactless network that became a showcase for Eastern Europe, with tickets available at over 350 sales points, all implemented without straining the customer's finances.
