Los Angeles County Metropolitan Transportation Authority cuts congestion with Conduent, keeping 45 MPH speeds 100% of peak periods

The Los Angeles County Metropolitan Transportation Authority (LA Metro) faced significant traffic congestion and sought to better utilize existing HOV lane capacity on its highways. To address this challenge without building new infrastructure, it launched the Metro ExpressLanes initiative, a High-Occupancy Toll (HOT) lane system. Conduent's solution involved a uniquely segmented approach to dynamic pricing, multi-system integration, and the deployment of the first occupancy-sensing transponders in the area. The results were highly successful, with the ExpressLanes maintaining target speeds 100% of the time during peak periods and the issuance of over 105,000 transponders. Customer satisfaction was high, and the program's success led LA Metro and Caltrans to approve its indefinite operation. Conduent's efforts directly reduced congestion and changed driver behavior.
