A Conduent Case Study
The Los Angeles County Metropolitan Transportation Authority (LA Metro) faced severe traffic congestion and sought to optimize its existing HOV lane infrastructure without undertaking costly new construction. They partnered with vendor Conduent Transportation and launched the Metro ExpressLanes initiative, a High-Occupancy Toll (HOT) system, to manage demand and provide solo drivers a paid option for faster travel.
Conduent implemented a sophisticated solution featuring a uniquely segmented dynamic pricing algorithm for 21 corridor sections, integrated multiple hardware and software systems, and deployed the area's first occupancy-sensing RFID transponders. Their back-office management included a customer website, billing, and a rewards program integrated with public transit. The results were significant: the lanes maintained a minimum 45 MPH speed 100% of the time during peaks, over 105,000 transponders were issued, and customer satisfaction reached 83%. The successful pilot led LA Metro to approve the program for indefinite operation.
