The Isabella County Register of Deeds faced a challenge with its extensive archive of over 700,000 land records, which made searches tedious and time-consuming for both residents and employees. Frequent, disruptive visits from oil and gas company representatives and a high volume of phone calls to confirm document receipt further strained resources. To address this, the county turned to vendor Conduent for a solution.

Conduent implemented its AgileFlow Super Search Solution, a web-based platform utilizing Optical Character Recognition (OCR) technology to create a fully searchable digital database of all historical records. This solution provided free, full-text searches, a PCI-compliant purchasing system, and instant document delivery. The results for Isabella County were significant: call volume decreased as residents could search from home, employees were freed for other tasks, and the system helped prevent fraud.
