The DREAL Bourgogne-Franche-Comté, a French regional government department, faced significant traffic congestion and pollution caused by commuter vehicles near the Swiss border. To assess the potential for carpooling initiatives, they needed a reliable, automated method to count vehicle occupants, as manual counting was impractical. Conduent partnered with them to pilot the Conduent Vehicle Passenger Detection System (VPDS) to accurately measure car occupancy rates.

Conduent implemented its VPDS, a two-camera system that photographs vehicles to count their occupants. The system achieved a 95% accuracy rate in detecting passengers, providing the concrete data that 85% of vehicles contained only a driver. This gave the authority measurable results to inform future traffic reduction plans and demonstrated a reliable, automated enforcement solution that complied with data protection laws.
