Office of Personnel Management boosts screening quality with CodeSignal: 80% pass screening interview after technical assessments

The U.S. Office of Personnel Management (OPM) faced a challenge in its TechForce hiring initiative, as the existing system lacked an objective way to measure technical skills for roles in software engineering, data engineering, product management, and cybersecurity. Agencies relied on proxies like degrees and self-reported skills, which led to hiring managers spending time on unqualified candidates and talented individuals being overlooked. OPM partnered with CodeSignal to find a solution.

CodeSignal implemented its Technical Skill Assessments, known as Certified Evaluations, to provide objective online measures of candidate ability. This solution replaced self-reporting with a reliable signal of quality early in the hiring process. As a result, roughly 80% of candidates who passed the CodeSignal evaluation also passed a subsequent screening interview, and about 55% of those passed a technical skills interview. This dramatically reduced manual screening efforts for hiring managers across the government.
