Transforming criminal record checks for AccessNI

AccessNI, which provides criminal record disclosure checks for Northern Ireland residents and over 700 registered organisations, faced a slow, paper-based process that was error-prone and costly—average issue time for an Enhanced Disclosure was 17 days and staff struggled to meet targets. To modernise the service, AccessNI engaged Civica to design and implement a citizen‑centric online disclosure portal, a partner portal for customer organisations, and an AccessNI staff management solution.

Civica delivered online electronic applications, integrated online payments, status tracking, a partner portal and digital certificates, moving over 99% of applications online and enabling collaborative exchanges with more than 700 organisations. The Civica solution cut average Enhanced Disclosure issue time from 17 to under 7 days, saw 92% of customer organisations report faster certificate returns, achieved 94% customer satisfaction, reduced expenditure by 14% and lowered staff costs while improving user experience.
