A Civica Case Study
The Environment Agency faced a paper‑heavy, costly waste-management process in which businesses produce about 25 million Waste Transfer Notes (WTNs) a year and store some 50 million pieces of paper, leaving regulators with poor-quality, hard-to-access data and high administrative burdens. To tackle this, the Agency commissioned Civica to develop a web-based electronic duty of care (edoc) system to digitise WTNs, improve compliance tracking and reduce costs.
Civica used an agile, stakeholder-driven approach to design a national online edoc portal with a public SOAP API, a secure scalable hosting platform and strict data-access controls so companies and third parties can integrate existing systems and add apps. The Civica solution targets 80% of WTNs completed online, removes the need to handle/store 50 million sheets of paper, and delivers quantified savings of at least £12m per year for UK businesses and £1m per year for government, while improving data quality and operational resilience (99.95% uptime specification).
