The Electoral Commission needed a secure, scalable way to collate and analyse EU referendum counts across the UK and Gibraltar in real time. Civica delivered a Civica-built count collation web application to speed up notification, review and analysis of the vote, replacing manual processes and meeting the Commission’s tight readiness timetable.

Civica used user research, an Agile/Scrum approach and rapid development to build the Java-based system in 12 weeks, then deployed it with DevOps practices (Docker, CI/CD) on Microsoft Azure. The solution supported over 700 users across 382 regional counting areas, provided verified real-time data feeds to media, and delivered secure, scalable performance and rapid hosting scalability — outcomes the Electoral Commission praised for ease of use and responsiveness.
