Cheshire West and Chester Council, one of the largest unitary authorities in the North West serving over 343,000 people, faced unreliable remote access to its on‑premise Civica Legal case management system that hampered mobile working for its 45‑person legal team. With unstable council IT infrastructure and varied home broadband, the team struggled to create and file large court bundles remotely and needed a cloud‑hosted solution.

Civica invited the council into an early adopter program for its cloud‑based Civica Legal (built on the iCasework platform) and migrated the service live in March 2021, resolving connectivity and stability issues. The Civica Legal cloud solution scaled to 45 full‑time remote users, cut court bundle preparation from about two days to two hours, helped the council retain its Lexcel quality mark, and delivered efficiency gains later adopted by the SEN team.
