Improving reporting and service delivery with a single citizen view

The State of Alaska’s Department of Health and Social Services (DHSS), which holds data on roughly 90% of the state’s population, struggled to produce a single, accurate view of citizens across siloed systems — hampering legislative reporting, coordinated care and cost control. To address this, the State of Alaska began working with Civica to implement a Master Client Index (MCI) and MultiVue to create a unique citizen ID and improve data quality.

Civica connected the MCI to 10 major data sources and developed a scalable information cube that consolidated records into a single citizen view, enabling DHSS to identify high‑utilizers, track service costs and deliver better coordinated care. As a result, Civica’s solution provided the State of Alaska with an up‑to‑date, accurate picture of every person served, met legislative reporting requirements and unlocked opportunities for greater efficiency and cost reduction.
