A Civica Case Study
The Animal and Plant Health Agency (APHA), part of Defra, needed to replace a paper-based Animal Disease Testing Service (ADTS) that was slow, error-prone and hard for vets to use in the field. APHA sought a digital solution to help vets select the right test, submit and track samples, receive online results on any device, and reduce manual admin and data re‑entry. APHA selected Civica (Civica Digital) as its delivery partner to build a digital version of ADTS.
Civica worked on-site with APHA using Agile and user research to deliver features such as unique ID/barcode sample logging with 48‑hour alerts, automated ISO‑compliant report generation, a “Test Advisor” to recommend appropriate tests, and API integration with APHA back-office systems. The new Civica-built service eliminated much manual data entry, improved data quality with mandatory fields, accelerated result delivery and halved onboarding friction—doubling registered users in the first month—while lowering operating costs and strengthening APHA’s disease surveillance capability.
