Highways England faced the challenge of managing roughly 150,000 electronic roadside assets valued at about £1.5bn with only a basic location-only asset system and no granular, real-time visibility of condition, components or energy use. Civica designed and built the Technology Performance Management Service (TPMS) using Microsoft SharePoint and handheld barcode-enabled devices to provide a bespoke, adoptable platform that extends existing workflows and supports real-time roadside data uploads.

Civica’s TPMS centralises data and reporting, barcodes individual assets, equips engineers with handhelds for immediate fault logging, and includes an Asset Performance Indicator to predict remaining life and energy use. The solution gives Highways England a near-instant single view of 150,000 assets, handles hundreds of maintenance updates per week, enabled pre-emptive replacements ahead of the London 2012 Games, and has the potential to save millions in unnecessary maintenance while improving network safety and efficiency.
