Ealing Council makes citizen data its ally in the fight against fraud and error

Ealing Council, which serves around 350,000 residents in West London, needed a sustainable, scalable way to reduce fraud and error and replace its bespoke SNAP application. After evaluating MDM vendors, Ealing Council partnered with Civica and chose its MultiVue MDM and MultiVue Share products to create a single, shareable view of the citizen and future-proof income optimisation efforts.

Civica implemented MultiVue to consolidate key data sources (parking, the electoral roll, housing, tenancy and council tax), producing a single view of over 350,000 residents and enabling seamless information flow across the council and with neighbouring authorities. The 3‑year partnership with Civica is expected to pay back after 18 months, deliver £250,000 in elections canvassing savings over 18 months, support integration of eight more data sources to target Freedom Pass and Blue Badge fraud, and build on earlier SNAP savings (over £1.3m from SPD fraud identification).
