Buckinghamshire County Council, which serves more than half a million residents, needed to move from physical to cloud-based IT to reduce capital expenditure, accelerate new services and migrate 4,000 staff to Office 365 — while avoiding the common cloud risks of overprovisioning and uncontrolled spend. To manage this transition and the attendant governance challenges, the council engaged Civica and its Cloud Optimisation service.

Civica delivered real‑time Azure reporting, analysis and consultancy to provide governance, visibility and rightsizing of licenses and resources, helping identify unused VMs for nightly shutdowns and eliminate unallocated cloud spend. The Civica Cloud Optimisation service supported the Office 365 and Azure migrations, delivered measurable outcomes — 4,000 staff migrated to Office 365, reduced capex, enhanced control over cloud expenditure — and increased senior management confidence in the cloud programme.
