Gravesham Borough Council, which serves 109,000 people in Kent, needed to adopt a Microsoft 365–led Cloud First strategy while managing tight budgets, minimising user disruption, and extending its software asset management (SAM) practices into the cloud. The council engaged Civica — a longstanding partner — to provide licensing, Managed SAM services built on Snow technology, migration support and ongoing technical assistance to ensure governance and cost control during the move to SaaS.

Civica executed a seamless Microsoft 365 migration for 400 users, deployed its SaaS Optimisation and SAM capabilities (leveraging Snow), and provided second- and third-line support with easy escalation to Microsoft. The work delivered clear results: improved visibility and control of SaaS usage, compliance with Microsoft licensing, and an estimated 30% savings from the new cloud environment, while positioning Gravesham for further Azure migration.
