Civica Election Services helps Poplar HARCA gain strong turnout for regeneration ballot

Poplar HARCA, the Housing and Regeneration Community Association, needed to run a legally required resident ballot under the GLA’s Section 8 for its Teviot Estate regeneration proposals and appointed Civica Election Services (CES) to plan and administer the vote, including use of its CESvotes secure online voting platform. The challenge was delivering a bespoke, large-scale ballot across a diverse estate to produce a clear, legitimate mandate.

Civica implemented a tailored approach: hand-delivered translated voting packs, pre-paid post returns, three staffed ballot boxes on the estate, online voting via CESvotes, daily non-voter lists for targeted canvassing and visible on-site staff to reassure residents. Civica’s administration drove an 81% turnout with 86% of voters supporting the plans, providing Poplar HARCA with a strong, measurable mandate to proceed.
