NHS Birmingham and Solihull ICB was managing conflicts-of-interest with a laborious paper-based process that limited declarations to active decision-makers and delivered only about 30% compliance. To move toward a paperless, auditable approach the ICB chose Civica’s Declare solution to enable all staff to submit digital declarations and to create searchable, retained records.
Civica Declare automated annual requests and reminders, maintained an audit trail, published declarations via a public-facing portal, and reduced manual handling. As a result, compliance rose to 81% in 2019/20 and reached 96% by 2021/22, the Head of Governance’s processing time fell from ~20 to ~4 hours per month (an ~80% time saving), and auditors gained immediate assurance while the ICB improved transparency and removed the issue from its risk register.
