Workers Compensation Insurer Transforms Document Communications Processes

Montana State Fund (MSF) is a quasi‑governmental workers’ compensation insurer with 270+ employees serving 28,000 employers and producing about 91,000 communications each month. MSF’s legacy document processes were manual, slow and IT‑dependent, creating compliance and efficiency challenges as the agency pursued a strategic modernization of enterprise document communications.

MSF selected Cincom Eloquence and integrated it with Guidewire ClaimCenter, IBM FileNet, its PHS Policy System and other core systems, enabling business users to create and manage Word‑based templates, automate batch production and mailroom routing, and archive documents automatically to FileNet. The changes cut template development from 40–60 hours to 3–8 hours (over 90% faster), consolidated the template library by 11%, shortened content‑change turnaround from months to days, and delivered measurable improvements in compliance, productivity and operating cost.
