Cincom Smalltalk Helps Wisconsin Collect Delinquent Taxes

The State of Wisconsin Department of Revenue faced an aging 1970s legacy system for managing delinquent taxes and needed to automate manual processes, standardize case handling, accommodate reduced development staffing, and improve collection outcomes across field and central office staff. The challenge was to provide a development environment and application that would streamline case management for hearings, installment agreements, levies, bankruptcy, and warrant filing while meeting the state's collection goals.

Using Cincom ObjectStudio, Wisconsin built the Delinquent Tax System (DTS), a component-based application that centralizes case information and automates many previously manual tasks. DTS increased staff productivity, improved collection success and consistency, reduced overhead through consolidated printing and electronic warrant filing, and lowered maintenance costs by allowing a much smaller team to manage and extend the system.
