U.S. Department of Defense Program cuts modernization costs by US$25M with CGI

CGI Federal helped a U.S. Department of Defense program modernize a mission-critical supply chain system. The challenge involved migrating a component over 50 years old, with over 1 million lines of poorly documented COBOL code, from a mainframe to a modern architecture while preserving complex business rules and managing risk.

The solution used CGI's automated refactoring approach with TSRI JANUS Studio tooling to convert the COBOL to Java and then migrate the system to AWS GovCloud. This resulted in a highly maintainable system with a defect rate far below industry standards, performance exceeding 500% of peak load in a smaller environment, and estimated annual cost savings of $25 million, including $7.5 million from eliminated mainframe hosting.
